GIGW 3.0: Version 3 of Guidelines for Indian Government Websites seeks to enhance usability of mobile apps

Formulated by National Informatics Centre (NIC), the third version of the government’s Guidelines for Indian Government Websites (GIGW 3.0) has now been released. The first two versions of GIGW were formulated in-house with some external inputs. A different procedure was followed for GIGW 3.0 -– it was developed jointly with Standardisation Testing and Quality Certification (STQC), Directorate of the Ministry of Electronics and Information Technology, and Indian Computer Emergency Response Team (CERT-In), according to official sources.

This means that the experience of STQC Directorate auditors and the cybersecurity experience of CERT-In is incorporated in the new guidelines. As in earlier versions, GIGW 3.0 too has benefited from the inputs of industry and experts. Providing guidance to government organizations for improving user interface and user experience is the key thrust of GIGW3. The guidelines are designed to incorporate features like intuitive page loading (using AI and analytics) based on user profile, and they will enable state-of-the-art content management (CMS), user-centric information architecture (IA), and centralized monitoring dashboard, sources said.

The GIGW 3.0 takes cognizance of the mobile revolution and seeks to enhance the accessibility and usability of mobile apps deployed by government organizations. The guidelines provide inputs on the steps that government organizations can take to leverage public digital infrastructure devised for bringing efficiency and transparency in the government’s delivery of services, benefits and information. Covered in GIGA 3.0 are the critical aspects such as API level integration for integration with social media, India Portal, DigiLocker, Aadhaar-based identity, single sign-on, data sharing in open formats, etc.

A safe and fast system of engagement of citizens can be expected in platforms such as MyGov after the implementation of GIGW 3.0. These guidelines can serve as a single point of reference for all three aspects of the digital systems on the Internet: quality, accessibility and security. A chapter on cyber security, developed by CERT-in, is included in GIGW 3.0. The certification of the government websites will now be done by STQC Directorate after a “safe to host” certificate is issued by the cyber security auditors empanelled by CERT-In, STQC or NIC.

The first version of Guidelines for Indian Government Websites (GIGW 1.0) was developed by NIC in 2009. The second version was developed in 2019, after taking into account feedback from and consultations with industry, society and government organizations. The third version, GIGW 3.0 is most advanced–the government websites, web applications and mobile apps are now being reviewed to ensure that their design and architecture conform to GIGW 3.0, officials said.
